Working under the direction of the City Engineer, the incumbent performs all City Engineering functions; performs Engineering work of considerable difficulty which requires full competency in all conventional aspects of the specific Engineering discipline; performs other duties as required by the City Engineer.

Incumbent supervises professional and paraprofessional positions in the Engineering department.

essential duties and responsibilities

  • Performs/oversees the planning, design, cost estimating, contracting and inspection of City capital improvement projects;
  • Supervises professional and paraprofessional Engineering Department personnel in the performance of their assigned duties;
  • Assists with the recruitment, interviewing and selection of new Engineering department personnel; will also actively direct and/or participate in other personnel matters to include coaching, training and disciplining;
  • Serves as member of, or advisor to, Boards and Committees, as required by the City Engineer;
  • Serves in the absence of the City Engineer on Boards and Committees that are assigned to him/her;
  • Gathers information and completes the Engineering annual report;
  • Assists with the preparation of the annual department budget and capital improvement projects;
  • Formulates specifications, construction methods, and material types to be utilized in maintenance and capital improvement projects;
  • Design or oversee projects involving provision of potable water, disposal of wastewater and sewage. Prepare environmental documentation for water resources, regulatory program compliance, data management and analysis.
    • Reviews Engineer’s estimates, plans and plats to ensure compliance with City requirements and recommends approvals or modifications to theCity Engineer;
    • Oversees the maintenance of Engineering records including drawings, files and documents;
    • Reviews contracts and specifications for bids and contracts for construction or consultant work;
    • Performs Engineering work of considerable difficulty which requires full competency in all conventional aspects of the specific Engineering discipline;
    • Performs assignments requiring some discretion and independent judgment in the evaluation, selection, and adaptation of accepted Engineering procedures and criteria;
    • Assists other City departments in the interpretation of construction plans;
    • Attends various professional seminars and meetings to maintain current knowledge of engineering principles, as well as to satisfy Ohio State Board of Registration continuing education requirements;
    • Performs other duties as required

Job Requirements

Licenses and certifications

  • Valid Ohio Driver’s License;
  • Registration as a Professional Engineer with the State of Ohio Board of Registration for Professional Engineers and Surveyors
  •  Experience in the processes of Water Treatment and Water Pollution Control Plants is desirable.

education and/or experience

Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering.  Must have construction background.  Minimum of four (4) years’ related experience in transportation engineering or water resource engineering, commercial and residential project planning, project management and at least two (2) years of federal, state or local government administration; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position.

  • Ability to conduct research and analyze data regarding design and construction of City projects;
  • Knowledge of municipal government structure or processes;
  • Knowledge of City codified Ordinances, State and Federal Laws, rules, guidelines and standards applicable to civil engineering and construction;
  • Excellent interpersonal, written, and verbal communication skills to deal effectively with other City departments, the public, consultants, and other governmental agencies;
  • Ability to exercise judgment and make sound decisions;
  • Ability to use Microsoft Word, Excel and Project;
  • Ability to review plans and revises to conform to City requirements;
  • Ability to establish and maintain effective working relationships with other employees, departments, City officials, representatives from government and community agencies, and the general public.
