Job Description

Reporting to the Associate Vice President for Capital Planning and Campus Operations, the Director has a leadership role in matters of campus planning, aesthetics, space management, new buildings, building renovations, and all capital projects.  This role interacts with university administration in strategic planning, long range physical planning and development, and the development of the campus capital fund allocation program.  This position is responsible for continuous development and implementation of the Campus Master Plan, coordinating university efforts to assure that facility and space needs are being met, and ensuring that the direction of the capital project program planning is integrated with long range physical planning.  The Director collaborates with university leadership to address strategic property acquisitions to advance the university’s Master Plan and future growth needs.

Essential Duties, Tasks and Responsibilities


  • Programming/Planning Process for all campus projects:  This position is directly responsible for overseeing the programming for all projects on campus. This involves identification of the projects themselves, working closely with the end user to define the need and potential solutions, defining a scope that is designable and appropriate for the need, and determining the appropriate timetable for completion.  This also leads into the identification of potential funding sources for each of the projects, and all the appropriate back up information to send projects forward for approval at the Board of Trustees and VPFA level.  This work also includes the need to ensure that each of these projects relate appropriately to the University strategic plan, campus master plan, as well as other strategic initiatives, such as the overall academic plan, State mandates or prioritized directives, deadlines and requirements in support of other capital projects, or any other element that could be impacted by the implementation of the project.
  • Project Support:  This position works closely with and supports Design & Construction as needed during the implementation of a project.  This support can vary widely depending on the project and the need; however, this would often entail support of the project manager in review of the original program and budget if faced with an end user request for change.  This also includes the processing of State or local requests for funding adjustments, if required and driven by the project. This position has also consistently taken the lead with various offices in the City, County, State, and on occasion, Federal offices, to assure the appropriate flow of our projects through the necessary approval processes.  This position also assists in issue resolution with capital projects, particularly as they relate to budget and approval processes.  This position also serves as a bridge and the connection to other operations/functions. Foster and maintain strong relationships with internal and external stakeholders.
  • Campus Master Planning:  This position/office provides professional guidance and leadership to the long-range planning of BGSU’s physical environment, including development and maintenance of the campus master plan, and to the programming of specific buildings and campus environments in support of the university’s mission and strategic vision.  This is completed through an integrated and sustainable approach toward the long-term planning of the university’s land, buildings, and other resources.  This would involve the leadership for the periodic updates to the campus master plan including follow-up actions such as precinct and district planning, land use planning and coordination with infrastructure and transportation planning.  This then evolves into the development and maintenance of short and long-range campus physical development plans in cooperation with various constituents of the university community.  This continues to flow into the development and consistent application of building architectural design, landscape design and other site systems policies.  The long-range plans serve as the basis and support for several other requirements, such as the preparation of the State Capital Request.
  • State Related Issues:  This position oversees the development and application of the Controlling Board request requirements. This involves a significant amount of strategy in both identifying and controlling the appropriate use of these State funds, but also in dealing with the unique questions and politically motivated direction of the members of the Board, as well as the support staff from their offices, the offices of Budget and Management, Legislative Service Commission and the Department of Higher Education.  Controlling Board requests also result from the Joint Use Agreement process, where we must work with any local non-for-profits that are funneled state appropriations through the University.  Additional State involvement comes through the annual application and supervision of the Local Administration requirements, which allows the university to administer our projects without continuous State oversight, saving us both time and dollars.  This position also oversees the annual submittal of all updated space information to the Department of Higher Education.  This information remains a basis for a portion of university funding, as well as being critical to the reporting of other university information, such as classroom usage and utilization.  Additionally, as part of the overall Campus Planning this position oversees and develops the biannual State Capital Request for submission to the Department of Higher Education.  This program document serves as the basis for our entire capital request from the State for each two-year period and serves as the support documentation that ODHE also uses as justification in their request to the Governor and Legislature.
  • Space Management:  While an integral part of the overall or broader campus planning activities, this office also must address the continuous request for space allocation and reuse.  This includes working with the various offices requesting space, but also working with the appropriate area Dean, Vice President or Provost to ensure that the assignments fit within the planned efforts of the area but are also challenged to provide the most effective and efficient use of University space.  Ideally, to develop consistency, with the development of a university space committee this position would develop a space allocation plan with the appropriate space management policies and standards and oversee the preparation and management of institutional space and facilities needs assessments.
  • Real Estate Services:  This office is responsible for the leadership of real estate issues on and off campus, which would include overseeing the residential space that the university leases to others.  This would include all facility management elements such as the preparation and negotiation of leases, administration of tenant improvements and developing a database of leases, payments and required maintenance.  This position also leads the research in the development of other potential acquisitions, including initial negotiations, appraisals, inspections and environmental assessments.  While different funding strategies have changed the acquisition of some landlord owned properties, many of the required processes remain in place, including the appropriate submittals for property changes, tax liabilities, etc.
  • Departmental Oversight/Budget Planning:  In the role of department head this would include the oversight to all departmental fiscal, personnel and administrative functions.  This would include supervising a set of professionals with diverse and complimentary backgrounds and skills.


Full-time, Administrative staff position available.  Administrative Grade Level 361.  Salary is commensurate with education and experience. Full benefit package available.

Job Requirements

Knowledge, Skills or Abilities

  • Comprehensive knowledge of all phases of master planning, long-range development planning and space planning.
  • Strong collaborative leadership style and exceptional communication, interpersonal, and organizational skills.  This would include the ability to communicate with a wide range of professionals, from state regulators, administrators, legal counsel, consultants, vendors, contractors, skilled labor and non-technical individuals.
  • Understanding of basic real estate law and contract writing and interpretation.
  • Significant management experience in several of the following areas:  architectural planning, design, land planning, space management, and/or real estate management.
  • Demonstrated ability to manage negotiation processes for various business transactions.
  • Understanding of construction techniques and procedures, with the ability to work with a wide variety of people.
  • Sound business and financial management skills:  budgeting, planning, writing and interpreting complex contract documents.  This will require an overall attention to detail.
  • Ability to multi-task, organize complex information, and ability to make decisions timely with appropriate information considered.


Minimum Qualifications

A bachelor’s degree in Architecture, Engineering, and Planning, Construction Management or Business Administration or other related field.  Master’s degree in related field preferred.

  • 7–10 years of experience with large project management
  • 5-7 years of professional staff supervision

  • 1-2 years of experience in public or business administrative
