Job Summary

We are seeking an energetic and dynamic Director of Fiscal Services.

The Wood County Board of Developmental Disabilities (WCBDD) coordinates services for over 1,000 people with developmental disabilities in Wood County. Our mission is to support, empower, and inspire all people. The ideal candidate will be a highly self-motivated problem solver, who is a team player with time management and leadership skills.

The Director of Fiscal Services will assist the Superintendent in the implementation of the organization’s mission, vision and values.


Job Responsibilities

  • Management, supervision and development of Fiscal and IT Department personnel.
  • Management and oversight of agency budget, Targeted Case Management (TCM), and Medicaid Administrator Claiming (MAC). Development and implementation of fiscal services, including but not limited to agency local grants, cost reports and audits.
  • Management and oversight of the Fiscal and IT department including the growth and development of personnel in the Fiscal and IT departments.
  • Interview applicants for approved positions and recommend the final candidate for hire; provide position orientation and ongoing training; verify and approve requested leave and time, as appropriate; provide ongoing assignment, direction, supervision and monitoring of employee performance and complete annual performance appraisals.
  • Provide position orientation and ongoing training to meet agency and departmental needs. Verify and approve timecards and requested leave for direct reports and department personnel.Provide ongoing assignment, direction, supervision and monitoring of employee performance and complete annual performance appraisals
  • Management and oversight of Board contracts with Communications Coordinator.
  • Implementation of strategic plan goals and objectives. Development of Financial reports. Compliance with federal, state and local regulations.
  • Management and oversight on Development and Implementation of Fiscal and IT Department policies and procedures. Establishes new policies and procedures to ensure sound fiscal practice and to ensure Board is compliant with new and proposed legislative requirements.
  • Management and oversight of all processes to prepare, review, develop and monitor all budget activities and submit reports to Wood County Auditor. Provides supervision on implementation and monitoring of disbursement of funds and reimbursement of Board expenditures.
  • Prepares and files all annual cost reports. Works with various government agencies, when needed, to complete the reports.Analyzes and prepares all state and federal reports and/or contracts as required.
  • Serves as fiscal representative at agency leadership meetings to provide support and direction regarding department budgets and promotes collaborative process throughout agency.
  • Provides management and oversight of Fiscal responsibilities to prepare, review, develop and monitor budget and annually submit reports to Wood County Commissioners.
  • Provides management and oversight in forecasting agency fund balances for long-term planning, inclusive of Levy.
  • Management and oversight for Medicaid reviews, billing, revenue, waiver match and settlements, and utilization of waiver services. Annually renew DUNN & SAM Registrations to maintain grant and waiver funding.
  • Plan, manage and coordinate the implementation of fiscal procedures, including new and existing revenues and expenditures funding streams.
  • Management and oversight of fiscal GAAP reporting and submit annually to the Wood County Auditor.
  • Development and implementation of IT services, including, but not limited to, agency hardware/software, network connection, cloud services, and data retention.
  • Liaison to collaborate, consult and maintain effective communication with all departments.
  • Liaison to County Auditor, Treasurer and Board of Commissioners and others as assigned by Superintendent.
  • Collaborate, consult and maintain effective communication with county and state funding and accounting agents.

Conditions of Employment

  1. Must be 18 years old.
  2. Successful completion of general orientation.
  3. Receipt of seven acceptable background required by ORC 3319.39 & OAC 5123:2-2-02.
  4. Must obtain and maintain any training, licenses, registration, or certification mandated by the Board and the State of Ohio.
  5. Must have a medical examination and a one-step PPD test to determine fitness for duty prior to providing direct care service or within 30 days of employment whichever comes first.
  6. Possess/maintain an acceptable motor vehicle record (if required for position) per board guidelines. NOTE: Use of personal vehicle for transporting individuals requires proof of liability insurance.
  7. Receipt of acceptable criminal background report from Bureau of Criminal Identification (BCI) and county sheriff ‘s office of permanent address before starting position as required by ORC 3319.39 and/or OAC 5123.081.

Minimum Qualifications

Education/Experience Requirements

  • Must have Master’s Degree in Accounting, Finance, Business Administration, Public Administration or related field.
  • Must have 5 years demonstrated leadership and direct supervisory experience.  Preferred ten (10) years of supervisory experience.
  • Preferred ten (10) years of governmental/fund accounting experience.
  • Preferred two (2) years of experience providing technology directive in an organization.
  • Preferred two (2) years of Payroll/Human Resources experience.
  • Preferred two (2) years of experience in the DD field.

 Minimum Qualification Standards:

Must be able to move individuals who are receiving services including adults and children in a safe manner. Must be able to lift, carry and move office supplies, materials, and equipment required for day-to-day operations.

If required by the position you must maintain a current driver’s license in your residing state for the purpose of transporting individuals who are receiving services and/or operation of a Board owned vehicle.
