Position: Director of Human Resources and Community Relations
Job Objectives: Coordinate the district’s internal and external communications, and human resources functions outlined below. Promotes an understanding of the district’s programs, services, and goals. Responsible for the development of human resources planning and development strategies which will optimize human assets; provides expertise in all areas of human resource management associated with issues concerning administrative, certificated, and classified personnel within the district.
Minimum Qualifications: Administrative experience preferred, education and/or human resources experience required.
● Excellent communication and organizational skills.
● Excellent interpersonal skills.
● Ability to set goals and develop strategies and schedules for meeting those goals.
● Ability to administer multiple priorities and projects.
● Ability to maintain confidentiality, tact and discretion when dealing with people and information.
● Possesses good intuition and understanding of human nature and people’s qualities and differences.
● Willing to travel to attend trainings, conferences, and career fairs.
● Computer skills.
● High moral character

Title: Director of Human Resources and Community Relations 115
Reports to: Superintendent
Job Objectives: Coordinate the district’s internal and external communications, and human resources functions outlined below. Promotes an understanding of the district’s programs, services, and goals. Responsible for the development of human resources planning and development strategies which will optimize human assets; provides expertise in all areas of human resource management associated with issues concerning administrative, certificated, and classified personnel within the district.
Responsibilities and Essential Functions:
● Develops an annual communications plan that promotes a favorable image of the school district. Prepares and distributes materials that keep the public informed of pertinent issues.
● Assists with all school improvement initiatives.
● Participates as a member of the District Leadership Team.
● Coordinates the preparation of district publications. Ensures that all communication materials are accurate and appropriate. Provides the superintendent an opportunity to review materials before publication.
● Plans, produces and distributes the district’s newsletter. Complies with adopted deadlines and publication schedules.
● Helps coordinate and/ or conduct communication workshops for district staff.
● Reviews building level communications. Works with staff to develop articles publicizing school programs and activities. Develops stories highlighting human-interest stories, special events, awards, public/professional commendations, etc.
● Coordinates and/or takes photographs of school events.
● Creates and maintains the district social media platforms- website, Facebook, Twitter, etc.
● Assists with planning public events in the community for the district.
● Plans and directs orientation and induction programs for all employees.
● Coordinates and maintains records for certified and classified staff i.e. HQT status, licensure, and FEA, AFSCME seniority lists
● Assists in planning staff development programs including EAP/Wellness programs.
● Plans, directs, coordinates, and participates in the recruitment of personnel for all facets of the school district’s operation.
● Maintains and offers to the Board of Education annual teacher hiring lists based upon renewals and new hires for each upcoming school year, assuring correct salary and educational placement.
● Oversees the delivery of open position notices internally as required.
● Administers and oversees external hiring procedures (job postings, applicant screenings and initial interviews, and on-boarding, exit interviews)
● Maintains close contact with administrators and supervisors for employment recommendations in planning and anticipating personnel needs of the district.
● Coordinates preparation of the Superintendent’s personnel recommendations to the Board of Education.
● Coordinates placement of student teachers and matches students from interested universities.
● Administration of Tuition Reimbursement program, salary advancement, retirements, resignations, and exit interviews.
● Develops new and updates existing job descriptions.
● Works with the Athletic Director and Building administrators in order to handle student activity, volunteer positions, and coaches pupil activity permits.
● Responsible for Employment Verification from external entities.
● Responsible for compiling, redacting, and copying HR documents listed in any public records request.
● Supports the Superintendent and Treasurer in the development of overall compensation philosophies and strategies which will ensure external competitiveness and internal equity.
● In partnership with district level administrators develop training materials to drive consistency throughout the district.
● Performs such other tasks and assumes such other responsibilities as may be assigned by the Superintendent.
Supervisory Responsibility: Under the direction of the Superintendent: schedules meaningful work assignments, provides instructions, and communicates expectations to assigned office staff. Assumes responsibility for the results of duties delegated to assigned staff.
Working Conditions: Exposure to the following situations may range from remote to frequent based on circumstances and factors that may not be predictable.
● Potential for exposure to blood borne pathogens and communicable diseases.
● Potential for interaction with disruptive and/or unruly individuals.
● Exposure to adverse weather conditions and seasonal temperature extremes.
● Duties may require operating and/or riding in a vehicle.
● Duties may require prolonged use of a computer keyboard and monitor.
● Duties may require detailed paperwork.
● Duties may require working under time constraints to meet deadlines.
● Duties may require working during the evening and/or weekend.
