Rate of Pay: $33,280.00 – $34,382.40

Job Summary

We are seeking an energetic and dynamic Human Resources Specialist I.

The Wood County Board of Developmental Disabilities (WCBDD) coordinates services for over 1,000 people with developmental disabilities in Wood County. Our mission is to support, empower, and inspire all people. The ideal candidate will be a highly self-motivated problem solver, flexible, detailed oriented and is a team player with time management and organizational skills. who is a team player with time management and leadership skills. 


Job Responsibilities

  • Will process employee time and attendance data from the Electronic Timekeeping System, prepares summaries, and edits data after processing to ensure accuracy of payroll submission.
  • Audits and reviews employee time records to ensure compliance with Federal Wage and Hour laws, Civil Service and ORC regulations and reports problems to the Human Resources Coordinator.
  • Will handle deductions, and vacation/sick/personal/comp leave accruals.
  • Will communicate directly with supervisors regarding their employee’s time.Will post used leave time to attendance book.
  • Will train new employees on how to enter time into Electronic Timekeeping System and will train supervisors on how to review and approve employees’ timecards and request for leaves.
  • Will balance Medicare, OPERS, STRS on payroll before posting benefits.
  • Researches and verifies prior service credit from within or outside the agency.
  • Will calculate any vacation or sick leave payoffs for exiting employees.
  • Responsible for the computer data entry of change of address forms, tax forms, and direct deposit forms and submit them to the W.C. Auditor’s Office.
  • Will maintain Badges Book.
  • Researches and responds to inquiries regarding employee payroll records of all previous and current staff (i.e., complies and furnishes historical payroll data on employee(s), wage histories to ODJFS, transfer of sick leave to other authorized agencies).
  • Monitors and maintains changes occurring in an employee’s vacation earnings and accrual rate relevant to their longevity and /or prior service credit.
  • Provides available leave data for extended leaves (and changes), necessary documentation required from employee, and date/time at which employee will exhaust leave.
  • Receives position change cards for current employee changes and resignations.
  • Process position change card completely, including, but not limited to, reviewing computed wages and corrects errors to ensure the accuracy of earnings, computer entry of data, preparation of appointment change paperwork to send to supervisor and make sure it is returned in a timely manner, processing of internal and/or state personnel action, copies to appropriate parties, assure all information is correct and included and filed appropriately.
  • Maintains personnel files in compliance with applicable legal requirements.
  • Pull resigned files and purge based on record retention schedule.
  • Responsible for entering/loading certification information into the Relias/Certification file for all staff.
  • Will scan and e-mail copies of evaluations to employees.
  • Is responsible for the preparation, data entry, and return of employee on-call agreements, sick leave incentives, vacation reimbursements, annual Auditor’s Report and pay increase notices.
  • Will track sick leave usage, prepare quarterly sick leave incentive forms to employees and providers and generate reports to fiscal department and supervisors.
  • Will review and serve as a backup to prepare and provide yearly reports to the County for Wood Lane staff receiving Wood County Service Awards.
  • Provide customer service, both in-person and by telephone; screen and direct telephone calls; take and relay messages; answer questions from supervisors, employees and the general public regarding human resources issues, rules, and policies/procedures.
  • Respond to employment verification requests, salary and benefit surveys, and other requests for information.
  • Provide general clerical and administrative support to the Human Resources Department; compose and type letters, memos, and other correspondence related to assigned human resources programs and activities; prepares and maintains reports that are necessary to carry out the functions of the HR Department.
  • Prepares periodic reports for management, as necessary or requested.
  • Active participation as a member of the Human Resources Team and Board-wide committees, as assigned and local alliances as appropriate.
  •  Participates in staff meetings and attends other meetings and seminars as necessary and to represent the department.
  • Will back-up and cross train HR team members.

  • Will understand and follow human resource and payroll policies, procedures and related forms.

Conditions of Employment

  1. Must be 18 years old.
  2. Successful completion of general orientation.
  3. Receipt of seven acceptable background required by ORC 3319.39 & OAC 5123:2-2-02.
  4. Must obtain and maintain any training, licenses, registration, or certification mandated by the Board and the State of Ohio.
  5. Must have a medical examination and a one-step PPD test to determine fitness for duty prior to providing direct care service or within 30 days of employment whichever comes first.
  6. Possess/maintain an acceptable motor vehicle record (if required for position) per board guidelines. NOTE: Use of personal vehicle for transporting individuals requires proof of liability insurance.
  7. Receipt of acceptable criminal background report from Bureau of Criminal Identification (BCI) and county sheriff ‘s office of permanent address before starting position as required by ORC 3319.39 and/or OAC 5123.081. OAC 5123:2-2-02.

Education/Experience Requirements

  • Must have high school diploma or equivalent.
  • Must have three (3) years clerical experience and be proficient in Microsoft Word and Excel software.
  • Knowledge of Human Resource principles and procedures preferred.
  • Previous payroll experience preferred.
  • Must have knowledge of and skill in office practices and procedures, word processing, filing.
  • Must be able to operate a telephone, office machines/equipment, computer and typewriter.

Minimum Qualification Standards:

Must be able to move individuals who are receiving services including adults and children in a safe manner. Must be able to lift, carry and move office supplies, materials, and equipment required for day-to-day operations.

If required by the position you must maintain a current driver’s license in your residing state for the purpose of transporting individuals who are receiving services and/or operation of a Board owned vehicle.
