POSITION:  IT Applications Manager PAY GRADE:  13

DEPARTMENT:  Commissioners’ Office STATUS:  Unclassified ORC 124.11 (A)8
                   FLSA Exempt (Professional)

PURPOSE OF POSITION

The purpose of this position is assist in the administration and oversight of IT applications and hardware for Wood County Offices with specific emphasis on the Courts.

 

ESSENTIAL FUNCTIONS

 

In addition to consistent and reliable attendance, the following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned. Refer to the Comprehensive Position Questionnaire (CPQ) for this position for percentages of time.

 

Identifies and evaluates strategic solutions to address technology needs and requirements, including integration among different software applications; researches and investigates new data processing solutions for the Courts and other assigned departments; assists with preparation of specifications and requests for proposal for technology related services and products.

 

Continuously analyzes technologies, processes, and vendors to identify areas for improvement; manages ongoing support for the current applications portfolio; develops and maintains documentation of software and hardware configurations and procedures.

 

Develops and maintains system to measure employee IT support satisfaction; identifies and tracks key metrics and works with employees to address areas in need of improvement; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures to produce cost effective projects. 

 

Provides input and recommendations for IT budget requests; submits grant funding requests; participates in the forecasting of additional funds needed for equipment, materials, and supplies related to technological needs.

 

Assists IT Director in the administration and oversight of Windows operating systems, email administration, network management, telephone systems, security administration, and website administration; provides administrative direction and support for daily activities including operations and technical support.

 

Works with IT Director to ensure appropriate security procedures are implemented and followed.

 

Troubleshoots and resolves computer hardware, software, and peripheral problems over the phone and in person; communicate support solutions to employees via telephone, email, and in person; coordinates computer related training as requested.

Verbal Aptitude:Requires the ability to utilize reference, descriptive, consulting, design and advisory data and information such as legal briefs, economic analysis, and organizational analysis.

 

Mathematical Aptitude:Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals, and .descriptive statistics

 

Functional Reasoning: Requires the ability to apply principles and techniques of systems to manage and/or influence others.  Requires interpreting principles, methodologies and guidelines.  Requires judgement to apply factual background and principles in developing approaches and techniques for the solution of problems.

 

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

 

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate a variety of automated office machines and equipment including computers, multifunction printers and servers. 

 

Physical Ability:Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of moderately light objects and materials. Tasks may involve extended periods of time at a keyboard or workstation.

 

Sensory Requirements:Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, tastes, odors and textures associated with job-related objects, materials and tasks.

 

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Job Requirements

MINIMUM QUALIFICATIONS

 

Bachelor’s degree in Information Technology or closely related field supplemented by a minimum of three years experience in the field or any equivalent combination of education, and experience that provides the requisite knowledge, skills, and abilities for this job.  Valid driver’s license required.
