Job Description

Job Summary     Under general direction, conducts assessments of NCOESC students’ academic, emotional, social, and behavioral performance.  Leads evaluation teams to determine whether students qualify for Individual Education Plans (IEP), 504 plan, and/or gifted education services.  Provides counseling services to students to promote positive behaviors and an effective educational environment.

 

Primary Duties 

  • Collaborates with instructional staff, parents/guardians, and other colleagues to evaluate students with a variety of academic and/or behavioral abilities and/or needs. Observes and assesses students’ academic and behavioral performance in school.
  • Administers psychological & psychoeducational tests to determine academic proficiency and ability levels. Interprets results and develops recommendations on students’ abilities and/or needs.
  • Assembles and leads a multi-disciplinary team to discuss students’ abilities and/or needs. Collaboratively determines eligibility for IEP, 504, and/or gifted education services.  Summarizes multi-factored evaluation and assessment information from evaluation team and completes the Ohio evaluation team report (ETR) process.
  • Presents ETR results to students, families, instructional staff, and appropriate support providers, along with recommended interventions & support mechanisms for positive academic and/or behavioral development.
  • Collaborates with instructional staff and families to identify, implement, and monitor appropriate interventions. Assists staff in the design and implementation of appropriate interventions and accommodations for students.
  • Serves as a consultant to ESC school in the development of evaluation and accountability procedures, student and staff policies, and curriculum. May provide input into strategies for classroom management, instructional methodology and crisis intervention.
  • Collaborates with health/social care providers (e.g. physicians, therapists, social workers, etc.) to create a comprehensive system of care. Refers students to healthcare providers and other applicable professionals where appropriate.
  • Researches & conducts group trainings/workshops for students and families on social programs (e.g. substance abuse, bullying, etc.) that impact the social, academic and/or behavioral health of the students.
  • Maintains student files with updated IEPs, forms, progress notes, and other related information according to department policy. Follows department guidelines for file management & document retention.
  • Completes and submits required documentation & forms in a timely fashion in alignment with department and/or legislative requirements.
  • “Lead crisis intervention efforts and provides insight into the development of assessments
  • and intervention plans. Provides crisis counseling services to help students process their issues/concerns, and develop plans of action to preserve and/or restore healthy & positive functioning.”
  • Participates in professional development activities as necessary and/or required to maintain high quality performance in alignment with legislative and/or professional best practices.
  • Maintains current knowledge of regulatory requirements and ESC policies/procedures. Communicates with ESC stakeholders on a regular basis regarding new legislation/updates.  Implements changes to methods and processes as directed.
  • Attends meetings as requested or required.
  • Enters data for assigned students into databases according to department requirements. Extracts information from databases and develops reports for delivery to internal & external stakeholders. Gathers and organizes documents to satisfy public records requests and other reporting obligations.
  • Leads special projects and initiatives on behalf of the Director.
  • Performs other duties as assigned.

 

Level of Supervision       No supervisory responsibility.  May temporarily report to other ESC leaders on special projects and/or initiatives.

Job Requirements

Minimum Qualifications             

  • Master’s degree in Psychology with completion of minimum of one-year internship with a School Psychologist.
  • Valid Ohio Psychology and driver’s licenses. Valid Ohio Department of Education (ODE)school psychology credential & pupil services credentials.
  • Valid First Aid & Cardio Pulmonary Resuscitation Certification
  • Minimum of one year of experience as a Psychologist, preferably in a school environment. Experience should include testing administration & interpretation.
  • Working knowledge of regulatory standards, ethical/legal responsibilities, and policies related to psychology in schools including ODE requirements.
  • Knowledge of special education procedures and mandates.
  • Working knowledge of psychological assessment processes and psychoeducational testing instruments.
  • Strong relationship building, communication (verbal and written), and presentation skills with school/campus staff, parents, and internal/external stakeholders. Strong interpersonal relationship skills including cultural sensitivity & competence.
  • Analytical ability to conduct complex fact-finding investigations and develop plans of action to address a variety of issues and concerns in a timely manner.
  • Ability to preserve confidentiality of student records.
  • Ability to read, analyze and interpret assessment results and use the results to develop treatment/intervention plans and classroom strategies that are appropriate to the educational goals of the student (and within the student’s least restrictive environment).
  • Ability to effectively communicate and present information to NCOESC administration, staff, parents, and other stakeholders.
  • Proficiency with use of PC hardware & basic software (i.e. Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.). Proficiency with web based applications (i.e., Google Docs, ODE website, etc.), and NCOESC databases.

 

Clearances          Criminal justice fingerprint/background (FBI/BCI), and public health clearances.

 

Physical Requirements & Working Conditions   

  • The performance of this job requires frequent sitting, talking, and hearing. This job requires occasional standing, walking, lifting, carrying, stooping, kneeling, reaching, handling, grasping, feeling, engagement in repetitive motions, and eye/hand/foot coordination.
  • Performance of primary duties takes place in a school environment with exposure to adverse environmental conditions including occasional noise and temperature changes. Frequent light physical effort required.
