The primary role of the Human Resources (HR) Supervisor-Talent Acquisition is to develop, streamline and standardize the Human Resources employment and recruitment functions with Concordance managers and employees. This position will partner with managers and other stakeholders to administer, develop and implement best practices, workflows, processes, and process improvements that offer effective, compliant and consistent talent acquisition experiences for stakeholders. This position will work with the HR Specialist on completing day-to-day recruitment operations. The role will also back-up the Human Resources team with administration of benefits, performance management, and employee relations. The individual must utilize strong organizational and project management skills in order to prioritize daily work and implementation of new talent acquisition methodology.
What You Will Do:
Responsibilities include managing the overall coordination and processing of daily Human Resources employment and recruitment related operations while providing outstanding customer service to internal staff members and external contacts. The HR Supervisor will advise managers and employees on HR matters as needed, as well as resolving routine problems as they arise or by recommending how problems can be resolved. This position is expected to exercise judgement in following established procedures where alternatives are limited.
Proactively works with Concordance staff to ensure that the company’s HR needs are being met. Provides guidance to employees and managers by exhibiting a positive attitude while navigating through situations that arise.
Champion of the user, candidate and employee experience, from pre candidate to first day of employment to onboarding, as well as increasing efficiency, simplifying process and leveraging resources. Develops user guides and provides training sessions on processes and ATS enhancements to support an efficient user experience.
Researches outside the box ways of recruiting talent (ex. employee referral programs, grass root recruiting, partnerships with colleges, management training internship program, etc).
Identifies and implements ways to foster and shape inclusion and diversity in the company’s talent management processes and culture to help unlock the value of a diverse workforce. Works with facilities to increase diverse hires, as needed. Assists with RUSH Anchor Mission objective.
Works to create positive candidate experience including, notifying candidates not selected for hire. Updates candidate email templates in ATS to align with culture. Makes recommendations for improvements to process and system.
Develops training tools and interview guides for managers, trains managers on employment/ hiring regulations (legal do’s and don’ts). Partner with Org Development to develop training for managers in the LMS in regards to hiring and compliance.
Position Management: Assists hiring managers with review and completion of position descriptions. Understand the requirements of each department and each vacancy to carry out the recruitment process according to their need. Partner with managers as they develop job descriptions to identify the changing skills workers will need, skill adjacencies, and design plans for evolving workforce strategies, ways of working, roles, learning, performance and job levels based on objectives. Establish candidate qualifications by developing knowledge, skills, and screening questions for each position.
Applicant Tracking System: Responsible for managing ATS, postings and applicant pools. Researches, develops and implements new features and/or systems that will help HR and hiring managers streamline processes and create efficiencies. Responsible for ensuring that pools are updated to reflect interview process for Affirmative Action Reporting. Implement scorecards in the ATS so managers can accurately rank candidates based on skillsets and experience, giving the company firm metrics in hiring to support our decisions (hard facts versus subjective feelings), which helps ensure consistent and fair treatment of candidates.
Develops reports and metrics from the ATS, as needed. Works to improve the organization’s time to fill and time to hire metrics.
Recruitment Process: Will work to build out and develop standardized recruitment process, including interviewing and questions for candidates to ensure consistency and cultural fit across the organization.
Works with hiring managers to create and write compelling job descriptions and advertisements that will attract candidates. Works with the HR Specialist to post vacancies on Applicant Tracking System (ATS). Places targeted outside advertising for specialized or hard to fill positions, as required. Reviews candidates in pools, as needed, to pre-qualify for hiring managers.
As able or needed, actively sources qualified candidates using internet databases, social media and employee referrals. Attends career fairs, and other recruitment events, as needed. Holds open interviews as needed in locations where having difficulty hiring.
Research and enable workforce strategies by developing innovative approaches to source, acquire, integrate, skill and engage talent.
Assists with initial screening and/or interviews for hiring managers, schedules interviews as needed for managers, acting as liaison between candidate and staff. Evaluate candidate strengths compared with job requirements by evaluating, screening and interviewing candidates.
When conducting initial screens, provides detailed feedback to hiring manager on candidates. Takes part in video and in-person interviews, as requested.
Create, build and execute best practices and recruiting program across the company. Will work to develop standardized interview process and questions for candidates to ensure consistency and cultural fit across the organization. Identifies and implements methods for delivering diverse candidate pools to hiring managers.
Hiring: Produces and tracks completion of offer letters for new hires. Completes monthly new hire reporting for Senior Leadership.
Onboarding and I-9: Partner with managers to create a consistent onboarding experience and implement 30, 60 and/or 90 check in with new employees to gauge their onboarding with their teams. Assists new hires with onboarding paperwork, as needed. Ensures company compliance with federal and state regulations by making sure documents are completed accurately and on time. Conducts new hire orientation. Works with Marketing to develop and update video orientations on handbooks, benefits, and culture.
Facilitates the Affirmative Action Plan (AAP) process. Researches, gathers, and tracks necessary information for completion of AAP. Manages the AAP process, ensuring data is in system based on interview selections, reviews AAP results annually and make recommendations/changes as suggested in the AAP.
Works to develop, generate, and analyze talent reporting (including functional reports, monthly/quarterly hiring reports, and ad hoc reports) to provide insights that will influence talent management strategies to drive actionable results
Assists with developing standard operating procedures for HR processes to ensure compliance with company policies, and State and Federal laws. Suggests changes based upon need and compliance, and makes recommendations for streamlining of processes in an effort to maintain continual improvement. Stays up to date with any legal changes that affect these areas.
Training of employees on HR related topics and initiatives.
Travel up to 10% may be required

What You will Need to be Successful:
Bachelor’s degree or higher; or an equivalent combination of education and related accounting experience
At least 5 years of progressively responsible Human Resources and/or Recruitment experience, with at least 1 year of experience with process improvement and/or successfully managing projects to completion
Previous experience developing policies and/or procedures for Human Resource strategies
Previous experience with HRIS and/or Payroll systems, unemployment claims, Workers’ Compensation, onboarding, and process improvement are highly desired
Ideal candidate will have demonstrated decision making and problem solving skills
Broad working knowledge of the various areas of Human Resources
Excellent customer service, time management, and organizational skills
Strong computer skills, including Microsoft Office applications, and ability to learn new systems quickly and efficiently
Solid analytical abilities, and effective oral and written communication skills
Self-starter with a positive attitude and able to successfully execute initiatives with some guidance and accomplish stated goals
Must be able to work effectively as part of a team as well as independently
Ability to build relationships at various levels and influence decisions
Bilingual a plus
Must be able to successfully pass a pre-employment drug screening and background check
